There are good reasons why vagrancy etc. are infractions (in most cities)

For quite a long time in most civilized countries, especially the wealthier ones, things like vagrancy, sleeping on the streets, public inebriation, using drugs in public, disturbing the peace, littering, and other such behavior quite typically causes the police to arrive and take such a person away. It's almost a stereotype that the town drunk makes a ruckus and the local police/sheriff arrives to take him to sleep the night at the county jail. Typically the drunkard might get off with a warning or a small fine if it's a repeat offense. These are not crimes per se, but are misdemeanors and/or, typically, against city ordinances.

Such city ordinances forbid, for example, sleeping or camping on the streets, public parks, and so on. Likewise littering, throwing trash on the streets, making excessive amount of noise, or in general being a nuisance to people. How strictly public inebriation is allowed depends on the country and the city, but in general public drug use is usually not tolerated, and in many cities the police will often intervene. People who are very clearly under the influence of narcotics (alcohol or drugs) and seem to potentially be a danger to themselves and others might also be picked up by the police to be taken to the city jail or to a hospital depending on the state of the person.

For some reason, however, it appears that one of the ideas of the modern far left is that this kind of policing is something to get rid of. They seem to think that homeless people should be allowed to sleep and camp wherever they want, that drug addicts should be able to take drugs wherever they want, that littering should not be in any way punishable, and overall almost any behavior that's a misdemeanor or otherwise a minor infraction should be completely non-punishable and no intervention by authorities should happen. Overall, especially in the United States, the far left wants less and less things to be considered crimes and infractions, and for the police to intervene in less and less of people's behavior.

The effects of this can be seen in many of the "Liberal" cities in the United States, such as San Francisco, New York, and several others.

In many of these most-affected cities streets are absolutely littered with homeless people and drug addicts, living in tents or without, littering, urinating and defecating everywhere, throwing used drug syringes everywhere, harassing and even mugging passers-by, and so on. The amount of fecal matter in some parts of some of these cities is so large that it has reached pretty much an emergency status.

This is not just a mere nuisance for other citizens. It's actually a health hazard. These cities are absolutely infested with rats, mice, cockroaches, insects and other pests. There are videos out there of swarms of rats running on the streets of these cities. These cities are becoming as bad as, if not even worse, than the absolutely worst cities in terms of hygiene and public health in the Middle Ages.

There's a reason why all the city ordinances and laws that I described above exist. They are the result of society having learned over the centuries what happens to a city when people are allowed to live like pigs, with no limitations or restrictions on how much they litter, how much they throw garbage on the streets, and how many vagrant drunkards and drug addicts there are. Over the centuries, during the history of the civilized world, and probably since antiquity (ancient Rome and even earlier), society has noticed these things and rulers have enacted laws and ordinances to limit such behavior and keep street cities safe, peaceful and clean.

There is a reason why those laws exist in most civilized countries. The far left just cannot understand this reason, and the effects can already be seen.
