Is Joe Biden the most evil president of the United States?

In Finland, when someone is elected the President, if he belongs to a political party (which is almost always the case), it's not required but customary for him to leave that party and become unaffiliated, at least for the duration of the presidency.

The reason for this is that the President is supposed to represent all citizens equally, regardless of political affiliation or leaning. Leaving the political party and becoming unaffiliated is a symbolic gesture to convey this message. The President should lead, represent and seek the well-being of all citizens equally and impartially.

It would be rather preposterous and unprecedented, and definitely against the dignity and image of the President of Finland, if he gave a speech where he demonizes and vilifies a big portion of the population because of their political beliefs. It would be especially egregious if he vilified and disparaged the citizens who did not vote for him in the presidential election.

This impartiality doesn't seem to be the case in the United States. At least when it comes to Joe Biden.

Not only does the President of the United States not leave his political party when he gets elected, on the contrary he very strongly starts driving and promoting the agenda of said party, even when this goes against the will and benefit of the citizens who are affiliated with or vote for the other party. (In fact, there's almost a race and competition of which president can drive the agenda of his own party the most, nullifying and undoing the things that the other party has achieved. Which is a rather obnoxious thing to do for a President of the United States, who should be representing all citizens equally, if you ask me.)

And if that wasn't bad enough, not only does the President of the United States, especially the current one (as of writing this), drive the agenda of his own party, he moreover goes and vilifies, disparages and demonizes a huge chunk of the citizenship in big speeches broadcast to the entire country.

I don't know if Trump ever outright vilified and demonized Democrats. He surely made fun of them several times during his presidency, but I don't remember him ever outright demonizing them and calling them dangerous terrorists or the like. (If he did, that would be equally condemnable and reprehensible, don't get me wrong. However, I somehow doubt he ever did, because else that speech would be paraded by the far left as yet more ammunition against Trump.)

When the President of the United States vilifies and demonizes almost half the country in a public speech, this is likely to incite distrust, hatred and even violence against those citizens. This is pure incitement to violence. It's quite literally hate speech, by the very definition.

Has any other President of the United States ever engaged in this kind of hate speech against the very citizens of the country, especially during his presidency?

Biden might be the first. Which would make him the most vile and evil president in the history of the United States.
